Really doubtful Perron is signing anywhere for 3.5mil or the blues would have signed him for life before free agency. He signed for 4mil in 2018 and has been a steady 50-60 point player for 4 years, won a cup, plays on the top PP unit, and just had a career playoff year (9G 4A in 12 GP including a hat trick). If he hits free agency someone is going to give him at least 7 million for at least 2 years and probably not regret it unless the term is crazy.

Anything could happen, but I would be shocked if he leaves the Blues for only 3.5M. I would also be surprised if that is not the Blues offer on the table now for a 2 or 3 year deal, and let him retire as a Blue.
