While I don't think it's illegal, I think it's cheap and not befitting NHL caliber play. This is something you see little kids do in street hockey.

It’s essentially a variation of the tactic Oshie uses.
They could make things a lot more interesting by positioning an opposing player at the opposite end of the ice and behind the goal line and with that player being cut lose as soon as the shooter touches the puck. This would put some pressure on the shooter in that he wouldn't be able to just dilly dally around for so long.

Well, it’s better than the spin-a-rama move where half of the players completely stop their forward momentum, which according to the rule book, should end the attempt, but the refs keep allowing it.

He shoots left.. He will score a super high % on that side. You have to give up 5 hole or drop the blocker as he gets closer. This is a hard one to stop even if you know its coming.
Perfectly legal move. Tactics vary, and that's a good thing. Game would be boring if everyone did the same thing all the time.
