I think it was Marty Biron who said during the Free Agent Frenzy that somebody should offer sheet Swayman as it would only cost a 1st and a 3rd round pick.
They said the problem was that you needed Swayman to actually sign the offer sheet. Simply offering a contract isn’t sufficient. Both sides need to play.

Nobody has cap to offersheet. Those that do probably don’t want a team offersheeting them back one day as payback. But Miller would be worth one imo. I like him a lot.

You can understand why the NHLPA gets sour about the lack of offer sheets, and why they would have a strong feeling that collusion is involved. They would absolutely love to find a smoking gun, (an email between GMs or owners talking about offer sheets, for instance) and launch a massive anti-trust suit against the NHL.
