I think Toronto is much too low. Sure there's not a playoff rivalry, but the animosity is there because of not only the Leafs fans in the Dome when facing them, but the MEDIA coverage bias towards them in Canada.
Solid tier listing, but here are a couple changes I would make:
Florida can move down to C tier. Yes we had one of the biggest trades with them, but it's not really like we would be enough for a B tier (unless Tkachuk gets mad at us)
Anaheim could move up to B tier, but that's if we look at a bigger picture. For a while, the Ducks had the Flames' number, ESPECIALLY if we played them at Honda Center, eventually it just gets to a point where it's annoying. I do see why you put C tier, considering the state of the Ducks atm
Kings could also move down to C tier. Yes we are Pacific rivals, but it's not on the levels of Montreal or Tampa, who we have history with.
Vancouver could maybe move up to S tier. This is the most sketchiest one, but certainly one for consideration because of the proximity and the animosity
And finally, Oilers deserve their own tier. The Battle of Alberta is straight up intense. S tier won't cut it, maybe an X tier?

My only disagreement with NSH being D tier; honorable mention to the only goalie fight Kipper ever got in was during a reg season game versus NSH in '04 😉
I think I would bump up Minnesota to B honestly based off of the last few years of regular season shenanigans. Hit on backlund followed by the injury to dumba has led to consistent nastiness in games ever since. If a playoff series happens in the future I have a feeling it will be an A rivalry after
