If Dubas trades either 11th or 12th pick along with Bryan Rust and gets nothing else besides the 9th overall draft pick then he should be fired immediately.

Yes. Rust and Rakell need to be trades. 11 should be Jackson Smith and 12 Keeshon. And ideally sign Marner!
