I believe Ottawa and Tampa Bay also joined the NHL in the early 1990s as expansion teams.
Atlanta apparently isn't ready with their plans and since they refuse to go with Quebec it really only leaves Houston but who knows if they are really ready either.

Why would "we" waste an expansion team in Atlanta….. again. They'd just be looking for a new home in a few years – find a city that wants hockey, or at least wants it back after getting hosed the last time – bring back the Hartford Whalers or Quebec Nordiques.
Utah paid a billion just last year, or was it 1.2? Anything less for the next expansion would be an insult to the Smith Group in Salt Lake City.
