Just to clarify—breaking up scrums isn’t the referee’s role, it’s the linesman’s. The referee needs to stay back and watch for penalties that might happen away from the pile—cheap shots, roughing, or instigators. If the ref jumps in, nobody is actually watching the play for those infractions. That’s why hockey separates the duties: linesmen handle scrums and faceoffs, refs handle calling penalties and keeping an eye on the bigger picture with their riot pad out.
