The stop sign makes me think it’s for a kid/junior player, maybe a travelling kids team called themselves the flames
The stop sign on the back makes me lean towards it being some kids minor hockey jersey from his youth. Definitely not a « real » flames jersey.
It’s probably an old bow valley hockey (junior) or similar since it has the STOP on the back.
