Unbelievable being the players and coaches on the sens bench winning a review then you realize the delayed penalty the game will hinge on is actually a penalty shot.

So an offside is not whistled down, an eventual goal is scored, but overruled because of the offside.
However, the missed offside is still allowed when an infraction is made, leading to a penalty shot.

At three minutes and twelve (w/ decimals/ fractions of) seconds left of O.T., Staal (unfortunately) hestitated right then left w/ the puck due to his teamate about to enter the OTT zone and the puck was on the inside of the end of the blueline, while the CAR player's (down the middle) skate was fully across (w/ a slight gap between the skate and the outside of the blueline-OTT's zone).

The rulebook says(37.2) than any penalty called during video review will be applied unless it's concluded that a goal was scored.
Pretty much all contact sports handle this situation like this.

Schrödinger's Shot: if the play was offside, that guy was not in the zone legally. therefore, there was no chance to score. not a clear chance to score and no chance was taken away. THE CAT WAS DEAD never to be alive again. the time of the infraction is the time of the offside and that's false. the infraction happened after the offside but before the puck drop outside the zone. no one was in the zone (during the game). there was no time at which a scoring chance existed. there is no box. PS the hockey gods maintained universal balance anyway…
