You are wrong about hockey program in Europe not developed in the past. There were tons of good players already in 40s and forward. The NHL did not discover europeans from beginning, were not open for the style they provided. Then many turned down NHL because the salary was not higher than good paid jobs in Europe (Sweden, Finland).
The head of the european scouts were swedish and former NHL player Inge Hammarstrom at the time when they drafted Pettersson right? I dont know how many years Inge was scout for Canucks, 5 or 6 years?
