If a new NHL returned ti the Phoenix area, if they played downtown or in the eastern suburbs of Phoenix, it would be successful because the majority of the NHL resides on the "east side."

The biggest reason taxes affect NHL parity more than other sports is having so many teams including some of the most popular in Canada. Even teams in states with high income and/or property taxes like California, Illinois, and Massachusetts have a huge advantage over any of the Canadian teams and have been able to produce sustained success relatively recently.
